IMF programmes and World Bank development policy operations have conditioned financing on a long list of structural reforms: privatisation, civil service rationalisation, subsidy removal, parastatal governance improvements, and public financial management upgrades. This episode assesses how many of those reforms have actually been implemented, which have been partially done, and which exist only on paper. We draw on government reports, IMF programme reviews, and independent audit findings to produce an honest scorecard.
